Twenty-six Indians employed by the German Municipal Council at Hankow as Municipal Police. This was reported to H.B.M's Minister at Peking, who appears not to have attached any importance to the matter and declined to interfere!!!

A number of Sikh watchmen are employed in Shanghai by the German

Club, German Bank and other German firms. The attention of the Capt. Supt. of Police, Shanghai, was drawn to this matter and the danger of permitting it to continue pointed out, but no action was taken by him.

The Naval Intelligence Officer at Shanghai states that Germanı s

are sending parties of men back by Pacific Mail. Sixty went by the "Korea" and seventy by the "Siberia”. Some of them were evidently service men and combatants, but the Japanese maintain they belong to the Medical Corps and have done nothing to prevent their proceeding via U.S.A. to Germany. This would appear to bear out the fact that the Japanese have

allowed numerous German prisoners of war to escape from Japan.

The French garrison in North China has been recently increased by

a battalion of Tirailleurs Tonkinois, with 12 European officers. The Asst. Capt. Supt. of Police at Shanghai reports that so far

Sikh police have given no trouble, though one or two require watching.

The "Manila Times" of the 11th June states all movements of troops

mentioned in "Manila Times" of June 3rd have been cancelled. Reference to Appendix 1 of the 3rd June, further correspondence

received shewing German activities in Canton.
